clarification: when you install as a service via i2prouter installer, a service file is deployed for you.

you'll need to jump into the i2prouter file and supply the username you want the service to run as via the RUN_AS_USER config. you DO NOT want to run as root.

No it does not install a service file normally IIRC, the only way I know of which does so is with Debian/Ubuntu

windows installer asks about service mode. i2pd just goes ahead and installs a service and starts it last time I looked.

I2P+ installer doesn't ask about window service mode, otoh, it enables it by default with no option to disable it from the installer.

so that leaves the repo/.deb installer.. that's probably where you're asked about service mode.
