re: throttler, if y'all could think about what the per-tunnel limits should be w/o devolving into bikeshedding that would be helpful

my first cut is half the total for slow routers and 1/4 for fast routers

but that's w/o regard for how much is already being used so it's pretty generous

we could do it for how much is actually available instead but that might be wrong 10 minutes later. not sure.
