minor thing, orignal, but your variable name: MAX_NUM_TUNNEL_MSGS_AT_THE_TIME .. it's at_a_time, but probably MAX_CONCURRENT_TUNNEL_MSGS is better.

orignal: high bandwidth usage on the network is likely a separate issue to high transit tunnel requests. you can test this theory by blocking the 2 identified offending routers seemingly causing huge data transfers.
